Indigenous Services Canada received a critical assessment from the federal auditor general, Karen Hogan, in a report unveiled on Tuesday. The report highlighted the department’s failure to address issues identified in six previous audits spanning from 2015 to 2022. This lack of progress has resulted in ongoing obstacles for First Nations communities in accessing essential services such as healthcare, dental care, clean drinking water, and emergency assistance.
Despite a significant increase in spending on Indigenous services in the past five years, Hogan emphasized that substantial improvements are necessary to enhance service delivery and promote reconciliation. She stressed the importance of sustained efforts by Indigenous Services Canada to revamp program delivery methods in collaboration with First Nations to enhance their capacity and tackle persistent challenges.
The audit revealed that Indigenous programs’ funding surged by approximately 84% between 2019-20 and 2023-24, reaching $24 billion. However, the department failed to implement over half of the auditor general’s recommendations, indicating deficiencies in management attention, service clarity, capacity-building support for First Nations, and community support strategies.
Indigenous Services Minister Mandy Gull-Masty responded to the report by viewing it as a roadmap for improvement rather than a failure. She highlighted the department’s innovative approach and emphasized the importance of working closely with partners to achieve success. Gull-Masty also acknowledged historical underfunding for First Nations and expressed a commitment to including Indigenous voices in decision-making processes.
While Gull-Masty’s response was perceived as the government’s stance by some, Chief Abram Benedict believes that the report presents an opportunity for Canada to empower First Nations in decision-making and governance. Benedict emphasized that communities should have the inherent right to self-governance and decision-making authority.
